Description

Provide a CSV string with a header row and up to 200 data rows, 20 columns, and 100 KB. I will parse RFC 4180-style quoted fields, preserve each value as text, return one JSON object per data row keyed by the header, and report empty or duplicate headers and rows whose field counts differ from the header. Delivery is a single machine-readable JSON object. Inputs containing sensitive personal data are outside scope. This is a deterministic data transformation; no research, guesswork, or external access is required.
